10-10-719 U.S. per-minute rates listed took effect for new users after June 1, 2004. For new users starting June 1, 2004, the per-call connect fee went up from 30¢ to 39¢ per call.
If you started using 10-10-719 prior to those dates you may still get billed the old rates. If you want to switch to new rates, call Startec customer service at 1-800-651-8923 to register.
